"Ontario’s wage freeze will protect thousands of jobs, Finance Minister says"

Proposed legislation allows provincial minister to vet and reject all public employee bargaining agreements - to ensure there are no wage or benefits increases - regardless of such agreements being acceptable to employees and employer. Can also impose contracts from above when bargaining fails to reach agreement or to live up to province's "no increase" principle. Strikes to be legal only up to the time when such a contract is imposed, rendering them absolutely toothless as a leverage tactic.
